Network preference entry is not translatable

Description
Currently Network preference entry translation in Preferences menu is not displaying, although when launched translated name is visible on window title bar (hrev53639).

The reason is the delay in when translations are synced. In order to make the menu entry translatable, the context of the string was changed. For the purposes of Pootle and translations, this makes it a new or fuzzy string. If you keep your translations up to date, it should show up next week. (It looks like you reviewed the [https://i18n.haiku-os.org/pootle/tr/haiku/translate/preferences/network/tr.catkeys#unit=490825
new string] after the sync this weekend).

@nielx, the issue is still reproducible. Before the patch [1], window title showed the translation, only the menu entry was in English, but now the window title is in English as well.
