Description

This is hrev53634.

When installing local package with satisfied dependencies, accessing to remote repositories is not required and can be omitted. This allows faster package installing, better privacy and no errors when no internet connection.

I think you just accidentally closed this one as a dup after nephele had closed the other one as a dup 9 hours earlier, now they are both closed.

No, nephele closed #18831 as a dup of this, but it turns out this is already a dup of even older #13161. So let's keep one ticket open instead of 3 :)

I agree, however the ticket now open has 1 vote, while this has 6. All because it is a more common reported issue ;)

This ticket technically have different requirements compared to #13161: do not access Internet when installing local packages with satisfied dependencies vs manually turn off refresh with explicit flag.

If a ticket is closed as a duplicate the ticket it duplicates is added to the blocked-by field, you can see that in pulkomandy's change too.
