WebPositive: can't open local file containing non-ASCII characters in path

Description

This is hrev53835.

Steps to reproduce:

  1. Create folder 新規フォルダー.
  2. Create some file in this folder that can be opened in WebPositive.
  3. Open that file in WebPositive.
  4. URL like file:///boot/home/%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF%FFFF/output will appear and No such file or directory. alert will be displayed.

https://review.haiku-os.org/c/haiku/+/1193 would probably help (at least reduce the confusion) but it's an API/ABI change.
