With width having a minimum of 300 and Timeout having a minium of 3 it seems that the singular and zero forms would never be needed?

In English, yes, but other languages have more complex rules. For example in Polish numbers ending in 2,3,4 have different plural than those ending in 5-9: ​https://unicode-org.github.io/cldr-staging/charts/37/supplemental/language_plural_rules.html#pl
