Main panel won't launch when add-on's running

Description
This is in vmware, hrev22943.
When the FileType Add-on was invoked via context menu for a file, you cannot start the main FileTypes preference panel. Vice-versa it works. Is that intentional? I "resolved" the issue by changing FileTypes launch flags to "Multiple Launch".

That's not really a solution. Do you know how BeOS handles this?
What exactly happens when you have the preference panel and you start it using the add-on? Does a second window open? Does the main window jump to the front?
