Sublinks that have apostrophes do not work. I tried replacing the existing "-" with ' as well as %27 but neither worked for me in my testing.

It's not about codification or escaping. Have a look at the generated anchors. For example, the one for "Why isn’t it called HaikuOS?" is "why-isn-t-it-called-haikuos", but the link at the top points to "why-isnt-it-called-haikuos".
The titles with apostrophes are not the only wrong ones. "Is there a 64-bit version of Haiku?" is linked at the top to "will-there-be-a-64-bit-version-of-haiku", but the anchor is "is-there-a-64-bit-version-of-haiku".
Maybe we should have a shortcode that builds a TOC (or even always put it in the template) instead of the current manual way.
