Add menu item to "Restore defaults"

Description
The Shortcuts prefs comes with default key-combos to control the system volume (toggle mute and in/decrease). Once the user (accidentally) removes them, they are not easily restored.
There should be a "Restore defaults" that re-add those shortcuts while keeping the user-added ones.
Conflicting key-combinations should be pointed out, so the user can change their custom shortcuts before restoring the defaults.
