Color picker cannot select pure black

Description
When selecting the color black using the color picker, at least one of the RGB values is a 1 instead of a 0. For example, if you select the green hue and select the color black at the bottom-right corner, the resulting color is RGB (0, 1, 0). The only way to select pure black is to use the "Pick a color" dialogue box.
Pure black saves two bytes in the HVIF file format compared to off-black.

The current color picker panel in Icon-O-Magic has some bugs that I’ve fixed in Colors! so hopefully this will all be fixed up soon.
Also, the HSV/RGB/# text controls aren't updated when picking a colour from the "spectral" view. And selecting the radio button "B" and picking a colour results in some garbage drawn at the top of the "spectral" view. When did that happen? Used to work.
But as jscipione plans to rip the whole thing out anyway...
