Deskbar: menus longer than the screen height scroll with mouse, but not keyboard

When working on a smaller screen or when many applications are installed, the Application popup menu from the Deskbar truncates at the bottom of the screen, and displays a scroll indication. When navigating with the mouse, the list will scroll up to display the items below the screen border. However, when navigating with the keyboard, the selection indication goes below the screen border, but the menu doesn't scroll up to display the selected item.

Expected behavior: when the selection is on the last item on the screen and the arrow down button is pressed, the menu scrolls up to display the selected item.

Actual behavior: when the selection is on the last item on the screen and the arrow down button is pressed, the selection disappears off-screen.

Appears to be similar to what's described at #13579. You can upvote that ticket. :)
