Menu keyboard navigation (still) broken

Description
Probably #1621, #4594 and #7182 should be fixed first, but I noticed this while trying to use my computer with a broken touchpad:
- Open deskbar using the "menu" key
- I have lots of apps so the menu is higher than the screen, with the mouse I can easily scroll it, but with the keyboard, moving around with up/down keys do not scroll the menu, so I can select items which are out of sight.
- Then I tried invoking an item by pressing its first letter. The selected items seems a bit random, for example the letter T opens Installer instead of Terminal or TV.

We should also display the underlines in the menus when in keyboard-navigation mode (or even add a setting somewhere to always display them like BeOS did.)
