[regression] WebPositive cannot load welcome page

on a new install, hrev58469 x86_64

launch WebPositive

The program freezes.

the address bar shows: "file:/boot/home/config/settings/WebPositive/LoaderPages/Welcome"

NOTE file:/boot instead of ​file://boot, the second "/" is missing

It needs the ctrl - alt - shift and click the deskbar entry for WebPositive to close the program.

one needs to launch WebPositive by doubleclicking a bookmark to be able to change the start page to something other than a local file to be abld to launch WebPositive normally and actually use the program.

• The missing in the URL is not important
• The issue is not with local files in general, they seem to work as expected (that is, they will load as long as they have a mimetype that the browser knows how to handle). But there is an issue specifically with the welcome page not working

The page itself loads fine, but it is a frontend page that will try to find if the welcome page is available locally (from the haiku_welcome package) and then try to load it from the web if not. That part seems to freeze at some point.
