[ProcessController] double clicking it will restart Deskbar.

Description
Double clicking ProcessController which is already in deskbar and clicking "Install" restarts Deskbar.

Sorry, but I don't think it was actually fixed as I tested hrev31566 and didn't noticed any changes. I just forgot to reopen it. BTW, there is no ProcessController component in trac.

It will not try to install, thats why it restarts in the deskbar. It will start though and that I think it should as that's the only way to get to use the replicant.
I could add a question as part to the message today "Do you like to start ProcessController?". and if no then don't start ProcessController.

To add ProcessController to the Deskbar. I don't know if it restart but it repaints.
Don't know what I was thinking before.. but I could remove the alert information about it already installed and only go ahead and start ProcessController and if it's not installed you get a question if you like to install..
Quoting from the code (on install and already installed): "Restart deskbar to make sure the new version is picked up".
Sure it doesn't make sense if ProcessController is part of the distribution and doesn't evolve. But one could expect to upgrade Haiku one day :)
