When starting Cortex, app_server does crash in WindowLayer::Frontmost()

Changing the severity to "blocker" as this problem crashes the whole system.

I just (hrev18522 under vmware) had a crash in WindowLayer::Frontmost(). Should we reopen this bug, or i need to open another one for this? back trace will follow...

Well, since it has nothing to do with Cortex, opening a new bug wouldn't be wrong :-)
