DHCP leaves auto config IP after link up

When "Get IP by DHCP" option is set: boot Haiku with ethernet cable unplugged, Haiku will set up a 169.something auto-config IP, then, when I plug the cable in, Haiku could get a new, better IP with DHCP, but it doesn't.

That depends entirely on your network driver, can you please tell what you have to see whether this ticket affects you or not?

Well, just like the OP, if I plug the cable only after Haiku booted my network configuration remains at auto-conf IP. Better, if I then open the network preflet, choose dynamic and click apply, the preflet sometimes hangs.

Ok. I tested again.
I booted Haiku, open "Network Preferences" (shows me: static, IP 142...), plug ethernet cable, I set DHCP and Apply: no change in IP, Gateway etc. But when I close "Network Preference" and turn it on again "Network" show me correct IP with DHCP (89.72.....).
Summary: commit with hrev34466 work but requires refine (preferences or network stack). Whatever, good progress towards acting Network Preflet.
