[WonderBrush] doesn't show tool tips

Description
It is set by default in Settings menu, but tooltips doesn't work.

Fixed in hrev28440.
Note that there are still other problems though: the actual tooltip window is sized suboptimally (to me anyways), but I have no idea how BubbleHelper behaves on R5 in this respect so I'm not sure what the expected behavior is.

I can add some information:
1) It does show the tool tip of the "navigator view", but somehow strangely formatted (not wide enough). For some reasons, other tool tips don't work.
2) It will show that tool tip if you are on another workspace, but happen to have the mouse located just right.
3) The same problems affect Beam. The class used is BubbleHelper from liblayout. If someone wants to look into this, it may be easier to fetch the Beam code, the current version compiles on Haiku.
