[registrar] some files don't have icons after format detection

Description

If you go to /boot/beos/etc/licences Alt+Y, select all (alt+a) and press enter they all will be open in StyledEdit and their icons will be changed to text/plain, but OpenSSH file will not change the icon. Only if you open it again icon will change.

Not reproducible anymore with this test case. Could be closed for the time being.
