Time pref app - Incorrect days in Feb and Mar 2000

Description

The Time and Date preferences app displays 28 days in the month of February 2000 when there should be 29 days, and it displays 29 days in the month of March 2000 when there should be 31.

Tested with a rev16981 HD Image using VMWare Player on Windows XP.
