Icons can "stick" to the mouse cursor

If double clicking or attempting drag and drop file operations (which I'm aware aren't implemented), an icon can "stick" to the mouse cursor and not be removable. The icon/icon label move semi-ghosted out under the mouse cursor as if being dragged but no mouse operations will "drop" it, and other mouse operations are blocked - you can't click on anything.

Theres no guaranteeable way to reproduce this, but its happened twice in three boots on hrev16981.

I believe this is one of the many known symptoms of the drag and drop bug.
