Process Controller doesn't get installed in Deskbar at first boot

Description
Tested with official iso 32945 burned to a CDROM and image 32955 dd'ed to a USB stick.
Process Controller is not present in the Deskbar after first boot. I seem to remember encountering this problem a long time ago when running Haiku from a very slow hard disk. Unless I'm mistaken, /boot/system/boot/Bootscript will never install ProcessInstaller if it has taken too long to reach desktop.
The nightly image files and my own gcc2 trunk image builds do not suffer from this problem when run from a USB stick.

It does a relatively unclever 7 second sleep after starting Deskbar. If something's going on that delays Deskbar start it will miss that window. It could instead wait for a specific Deskbar thread.
