Screensavers dont hide Deskbar when it has "always ontop" set

I've tested this with the two default 'savers that come with Haiku; with both of them the Deskbar is still visible on the screen. hrev17054

Fixed in hrev17119. Note however, that we now deviate from BeOS behaviour to a more logical one. There remains a problem with open menus at the time the screen saver starts - I'll introduce another feel for windows that "own" the screen which will fix this (and will be used by full screen direct windows as well as the BWindowScreen).
