[patch] Functionality Typo in build/jam/OptionalPackages

Description

The following lines are currently in the recently added PCRE if statement block. Attached patch moves the lines back to Pe's block.

To note, both the gcc2 and gcc4 packages of Pe have apps/Pe/lpe. However, only the gcc2 version has a symlink for common/bin/lpe. 

AddSymlinkToHaikuImage home config be Applications
	: /boot/apps/Pe/Pe ;
AddSymlinkToHaikuImage common bin
	: /boot/apps/Pe/lpe ;
