New role "Lector"

Description
To give interested volunteers the possibility to help proof-read
translations that are not yet part of the official User Guide, I
suggest to create a new role "Lector" which is equal to the role
"Translator" but can't modify blocks.
Maybe their English isn't strong enough, but they would like to help
proof-read a translation.
Since the site will be behind authentification, casual visitors can't have a look and provide input otherwise.

"Lector" may not be clear to everyone, so perhaps "proofreader" would be an easier to understand name for this role.
