Daylight Savings Time prompt despite clock being set to GMT

Description
When the hardware clock is set to GMT, Haiku shouldn't prompt about the DST transision. Today (after a switch) hrev35832 did. When I installed Haiku it also prompted upon the first reboot after changing the setting (wasn't even close to the right time), although that was an older revision. I'm using the US/Eastern timezone on real hardware with that setting copied (along with the home folder) from a prior installation.
