Installer Tools menu is not localized

Description
Installer Tools menu is not localized. Problem can due to http://dev.haiku-os.org/changeset/36484
I suppose, that initialization of fCatalog is too late and moved it in the followed patch. Can somebody test, if this works?

I don't think that's the problem.
The affected strings aren't yet in the HTA, so they can't be translated.

Sorry, I did not checked that. I tried to find some error in the Installer code in the first place, when macros were already used. How are those strings added to HTA ?

The strings are now in the new hta, when it will be publicly available you will be able to translate them.
