caps lock behavior is wrong with french keymap (and probably others as well)

FOR THE HTTP://CAPSLOCKDAY.COM/ I DISCOVERED THE CAPS LOCK BEHAVIOR IS NOT REALLY WORKING WELL? IT4S WORKING LIKE ON WINDOWS BUT NOT LIKE ON LINUX OR MAC OS X; LET ME EXPLAIN/ WHEN WE ENABLE CAPS LOCK? IT SHOULD ONLY AFFECT THE LETTERS? AND NOT BEHAVE LIKE WE TYPE WITH THE SHIFT KEY; 5TYPING IN CAPS LOCK IS ALREADY UTTERLY ANNOYING READERS? IF WE MAKE TYPO IT4S EVEN MORE ANNOYING CAN YOU IMAGINE;;;°
Especially missing is the feature to type accented letters in capital letters, on modern OS when typing "voilà" we should get "VOILÀ", not "VOIL0" ("0" being the letter above the "à" on the french keyboard). The same goes for the punctuation, a "," should remain a "," in capslock, not "?" like when we type on shift.

Do you really mean we're supposed to bother with dead keys when there is already a correct behavior (and easier way) as shown by Mac OS X and Linux?
Accented letters in capital letters are available via dead keys. See Keymap preferences for more information.
