Shortcuts prefs don't work in a localized system

This is hrev41406.
I wasn't sure if I should file this ticket at all, because Shortcuts is supposed to be rewritten anyway. But still...
Because the Shortcuts prefs apparently use the menu labels for the messaging, so you can't create new shortcuts when running Haiku with a non-english locale setting. You have to switch to English, do your shortcuts shores, and switch back.

It's been a while, and this problem is still there. Shortcuts is basically useless on a localized system.
