Please, ignore my comment. The catkeys are named for the language, not for the country.
But that might be the problem of the current implementation (r1a3-rc-hrev41552) for retrieving the flags: ReadOnlyBootPrompt looks for the catkeys, gets the language code and uses this as country code when looking for the flag.
In the screenshot you can see Belarusian (country code: BY, language code: be) accompanied by the Belgian flag (country code: BE).

That's rather embarrassing. The flags should be removed for the time being (until we actually have icons for the languages). An alternative would be a tree view like the one in the Locale preflet. Though I thought there are countries where different variations of the same language are spoken, for which this view wouldn't work either.
Bumping priority and moving to alpha 3 milestone.

Modifying ticket to reflect the renaming of ReadOnlyBootPrompt to FirstBootPrompt.
Maybe caused by mixing "se" (Sweden) and "sv" (El Salvador, flag resembles the Argentinian)?
Looks like ReadOnlyBootPrompt searches for avaiable languages in the catalog files - and the Swedish catkeys are named "sv.catkeys" instead of "se.catkeys"...
