Don't allow for assigning a ticket to non-developers or non-admins. This makes no sense.
Also, the assignment field should be a drop-down list of available developers.

Why would this stop them from contributing work? The task stays assigned to a developer who will monitor progress and commits patches while the actual contributor does the work.

Just a thought; I'd like to raise an issue with this. While it isn't common, users could contribute work that we can't cover ourselves. Maybe they could be promoted, but that makes it trickier to handle every time. So does that require a team member to watch these bugs? Sounds like yet more work for em..
