Description
Milestone, Priority, and Status (and for ticket creation: Assign-To) should only be editable by developers and admins. For normal users the fields should be hidden. Only Type, Version, Cc/subscriptions, and Component should be editable. TICKET_APPEND is okay to start with, but the ticket creation dialog should still hide the admin-only fields.
