[Preferences/Locale] Forgets setting on upgrade

Description
The Locale preflet forgets the Translate application and folder names in Deskbar and Tracker. setting after upgrade.

How to reproduce:
- Open Locale preferences.
- Select Options.
- Select Translate application and folder names in Deskbar and Tracker.
- Upgrade Haiku.
- Check Translate application and folder names in Deskbar and Tracker. setting. It is now not selected.

Disraeli is right, the settings are just overwritten. If that annoys you, you can delete the locale settings of the image you're installing from, and it will be fine.

How are you "upgrading" your install. If you are installing a new version of Haiku over an older one, then you are experiencing the expected behaviour, the new install overwrites your old one.
My own method of 'upgrading' is to use multiple Haiku installs. From install-1, I re-initailize the partition of install-2 and do a fresh install. I then copy over the settings from install-1 to install-2. I also make a backup elsewhere. I know this method is not available to everyone.
IIRC, there is not a true 'upgrade-route' until package management is completed.
