BALMLayout should be made an official part of the layout API

Description
This task is comprised of a few parts (fairly order independent):
- renaming BALMLayout and related classes
- possibly making Area and Tab classes inner classes of BALMLayout
- Making references to liblinprog.so classes opaque, this will be a private/unsupported portion of the API until liblinprog.so can be made public
- Adjusting API users as needed to avoid breakage
- Moving headers/source files from libs/alm into headers/os/interface and src/kits/interface + adjusting Jam
