Drag and dropping HVIF icon does not create a file.

Description
When viewing any file with a specific HVIF icon (e.g., WebPositive's binary or an identified HVIF icon), FileTypes should allow a user to drag the icon to Tracker and create an "Unamed HVIF Icon" (or similarly named).
Currently, the icon is draggable, but no file is created upon dropping it on Tracker.
