Add tooltips for long names in Deskbar when using application expander.

Description
When using the application expander setting for the deskbar, long window names are cut very short and rendered almost useless.
This isn't a problem normally because the full names are shown when clicking on the application name.
Tooltips could be added to show the full name on mouse over to allow the correct window to be selected.
