Backgrounds preferences Open dialog doesn't retain spatial information reliably

There might be a better way to word that, but in short when I open the Background preferences and choose "Other..." from the Backgrounds dialog Image list, I get the "Backgrounds: Open" dialog to choose my background image...
In this window I can do things like resize the window, or add attributes like width and height to the listing, and if I just close that dialog and then reopen it, they seem to be retained. But if I close out of Backgrounds entirely, that view is lost. However it was apparently saved at some point because the window is larger than it was originally (I kept resizing it to make it bigger to view more images).
I'm not sure what's going on with it, but it seems a little odd to me given the at least semi-spatial nature of other Tracker windows and file listings, even in browser mode.
