[Tracker] dragging a file in system folder triggers rename confirmation

Description

This is hrev44720 gcc2hybrid.

Open /system folder and drag any file a tiny bit and then drop it. Rename confirmation window appears a second later.

Note that dragging it a bit farther than a few pixels doesn't trigger this bug.

Might be related to hrev44398/hrev44424/hrev44507.
