Deskbar should activate "About Haiku" when it is open and minimized

Description
If you select "About Haiku" (or "About this system" on non-release builds) from the leaf menu of Deskbar while the "About Haiku" window is open but minimized or hidden nothing happens, it should activate the window instead.

Not sure it's really that easy; at least you'll have to dig a bit into the application and interface kit, as well as the app_server.

Remove the easy designation, apparently this is more involved then I originally thought.

This sounds like an extension to the Deskbar; however, this should actually be a bug: when you launch an already running application, it should be put to front.
