Description
Regardless of language settings Applications and Preferences menu items are allways in English.

The reason why the option to localize apps/folders for now is described in #8275.
However, localizing apps/folders has some fundamental issues wrt to e.g. multiuser, performance, usage in Terminal etc. Who knows, maybe the decision to localize apps/folder will be reverted... or limited to the prefences etc.
In any case, removing the option for now was a concious decision, so this bug is invalid.

I think this is not a problem. These menu elements are filesystem entries (folders, programs / links), but these translations are disabled in the Alpha4 because the programs and folders translations caused some problems. There are open ticket for these problems.
