Inform the user on fuzzy/new document

Description

I would be useful if the registered users got a mail when there is new document to translate, or there are fuzzy document (what was not fuzzy before).

It can be automatically, or the administrator can send this mail who has added a new document to translate, or changed an existing.

Why this idea?: as I see the most of the translations are made after somebody send a mail to finish the translation before the new Haiku release.

This can be done at the Pootle too.

There's now an "Email" field in the Userguide Translator, however, no notification emails are sent (yet). So you can log in and add your email, though.

Should you implement that notification mail, make sure to only send one mail a day with all changes. We don't want to flood people's inbox with a mail for every changed block. :)

We should try to give as much detail as we can in that mail, i.e. the changed document (maybe with a clickable link to it), block, and if possible a diff with the change. Sometimes, when the change is subtle - like a corrected URL - and the text block is large, it's difficult to spot the difference.
