Description
When I initiate a download, I'm never sure exactly when/if it has started, because the downloads window is always behind the main window for some reason. It'd be good to bring it to the front, perhaps without stealing the focus, so that the user knows the download did not stall.

It may be if the downloads window is already open or downloading something. That was true when I tried it just now.

I'm pretty sure that is the behavior I've seen. The window isn't raised to the top if it is already open.
I could experiment with this, to see how I like it. If the window can be shown but not take the focus that might be decent behavior.

Fixed in hrev47152. The window is activated and get focus, just like the first time a download is started. I don't think this is a problem.
Are you using focus follows mouse mode or anything in that vein? I'm not seeing that behavior here.
