Tracker does not Identify before "Open with..." submenu is shown

Description
On an unidentified or falsely identified file, this seems like it should be implied.
E.g. I have a bash script (no extension) marked as executable. I tar it and later untar it to a new volume. Instead of the StyledEdit icon it had, it now has the Application icon. It still launches, but I can't right-click and "Open with..." StyledEdit to edit it without first Identifying it, because it doesn't appear on the submenu. Should it, or is this by design?

I can't reproduce this one on beta4 32 bits.
Tracker does "identifies" files with no mime-type when you "right-click" on them.
