Description
All attachments get the "patch" flag set automatically, even though the checkmark isn't set on the upload page.

I just tested adding an attachment to this ticket and it set the "patch" flag, but I'm not using WebPositive.

(In #13354) Happens also with other browsers, since Trac was updated. Not WebPositive fault.
