Description
Native colour Emoji font/rendering support would be great to have. Emoji is currently used a lot on the internet, not being able to display coloured emojis is not great. It's definitely a significant user-facing feature.

Colored characters breaks native text formatting such as font color. Characters are intended to be used for representing written language. No modern human languages use color for characters so it is not needed. Embedded pictures should be used for emoji.

Maybe there is a misunderstanding here. I think most implementations use a similar approach that you mention for displaying Emoji, the ticket here is for having render support, one way or another.
I installed Noto Emoji, and could not display any Emoji either in Web+ or StyledEdit. The scope of the ticket is to fix this.

Did you select font for emoji? At least non-colored emoji should be displayed.

Yes. I'm told that non-colour Emoji works, but isn't Noto Emoji coloured Emoji only?

The font rendering code should support this, wether we like it or not, it's required to display modern unicode (since emojis can have skin tone modifiers, country flags cannot be rendered accurately without colors, ...).
It doesn't mean we have to actually make use of it, or even preinstall an emoji font.
