I don't understand why a separate replicant is needed for this or what it does exactly. Is it related to mouse focus? If so, why isn't it in the mouse preferences and handled directly?

Well, judging from Telegram replies about AutoRaise nobody can make anything out of it by trying to use it. I have a hard time understanding what it does as the menu-driven UI is not self explanatory. So it looks like some extra little utility that can be outsourced and installed by those who really need it.
