Assuming this is related: In Tracker scrolling by one page doesn't move the vertical scrollbar by its full handle size. E.g. open /boot/beos/bin, make the window big enough to have a scrollbar handle about twice the size of its minimum size, and scroll page-wise. The handle moves only about half its height.

Terminal has a similar problem. E.g. in an empty standard-sized terminal window do a "seq 300" and then operate the vertical scrollbar.
