Mousing over dropdown menu items sometimes has a long lag/delay

When mousing over items in cascading dropdown menus (such as the deskbar menu or the filesystem menu from right-clicking on the desktop), sometimes there will be an extra delay of anywhere from a few hundred milliseconds to an entire second(!) before the items in the menu pop up. It seems to be completely random and can happen to any item. It's not related to how many items are in the next submenu; one with 5 items can lag and one with 100 items can open instantly.
I observe this on bare metal even with an NVMe SSD and very fast CPU and RAM, and also in QEMU. It's possible it could be a logic bug rather than purely performance related. I've recorded a short video and attached it. It's hard to catch, and I've seen cases where it hangs longer than in the video.

This issue has existed since the very first time Haiku could start Deskbar. I though I made a ticket about it many years ago but I can't find it.

Looks like "diagonal menu navigation" (navigation area, up to a second timeout, ticket). It seems it still needs tweaks or a better approach.
