[app_server] workspaces doesn't react on window activation

Description

Start Workspaces.
Open Haiku volume from desktop, notice that workspaces show this new window as active.
Click on empty area of desktop, workspaces will make this window inactive.
Click on Haiku window again, workspaces will not make it active.
Tested with hrev33225 in VirtualBox 3.0.4.
