[FileTypes] doesn't change language even so it's fully localized

Description

FileTypes preflet stays in English inspite of changing locale settings.
IIRC it worked before hrev36405.
Tested with hrev36474 in VirtualBox 3.0.12.

According to stippi (Comment in Ticket #5747: ​http://dev.haiku-os.org/ticket/5747) there is already a patch that should implement localization, but obviously something is still missing. Locale Kit is not implemented?
