Inverted scroll step size values (patch)

This is hrev36460.

The scroll step size scale goes from "wide" to "small". "Wide" should, as I understand it, translate to wide steps, meaning larger jumps. Actually, setting the slider to the far left ("wide") results in slower scroll speeds, like baby-steps.

Also, "scroll step size" isn't very user friendly. Could we rename it to simply: "Horizontal/Vertical scroll speed"?

By the way wide step size had meant you have to move your finger quite a bit till a scroll event is emited. But the new labels are also ok.
