Haiku does not come with any sound files like R5 did. Did you add any wav/mp3 files to your install and assign the events a sound in the Sounds Preflet? If not, you would need to do so.

Belnasoft: If you assigned sounds for these actions, and they were wav files, then there is an existing ticket for this.

Is it worth keeping this ticket open? The original submitter has not supplied any new information and there is already ticket:1902 which covers playing of startup sounds.
