Description
I can't recall what was the correct route to begin documentation for a new language, but I have included here the first patch that includes welcome_fi.html and includes also changes in other welcome docs to link this new language to the documentation.

Starting a new translation is described here. Unfortunately, since 01/01/11 working at the translation site is a bit broken and exporting the html pages is even more broken. See #7082...
I hope someone with access to the site and a bit of insight in its working can fix it in time for the alpha3. Many people have worked hard in the past months to complete their translations and it would be a shame if didn't make it.

Since Finnish is now a target language at the translation site for some time, I'll close this ticket as "invalid". Any translation work has to be done there and can't be put into trunk via patch.
